2023 Private Economy Promotion Conference at Zhongyuan Four Seasons Aquatic Product Logistics Port
To deeply study, implement, and carry forward the spirit of the 20th National Congress of the Communist Party of China, and further align with the requirements set forth at the Huaiji District Economic Work Conference, the event aimed at vigorously boosting the private economy. The conference sought to help logistics port merchants and enterprises grow stronger, larger, and more competitive, ultimately contributing to Huaiji District’s economic development.
On the morning of May 12, 2023, the 2023 Private Economy Promotion Meeting was held at Henan Siji Tongda Ecological Park, organized by the Zhongyuan Four Seasons Aquatic Product Logistics Port. Attendees included Zhang Chunyu, Director of the Huaiji District Market Supervision Administration; Wang Feng, Director of the Market Development Center; Luo Rongqing, Deputy Director of the Bureau of Commerce; Li Jian, Director of the Science, Technology, Industry, and Information Technology Bureau; Li Huawei, Director of the Huayankou Tax Branch; and Wang Yinzhang, Director of the Financial Services Center.
Also in attendance were Qiu Xinhang, Chairman of Henan Zhongyuan Four Seasons Aquatic Product Logistics Port; Li Junli, Executive Director; He Lihong, General Manager; Li Hongyan, Executive Deputy General Manager, along with Pedro Castro, CEO of JBS Group’s Asia-Pacific Beef Division from Brazil, and Larissa Dezem, China General Manager, leading a delegation of over 2,000 merchants and business owners from the logistics port.
At 10:00 a.m., Executive Director Li Junli officially kicked off the 2023 Private Economy Promotion Meeting. During the event, leaders from various departments of Huaiji District outlined specific expectations regarding food safety, optimizing the market environment, attracting investment, promoting tax laws and policies, and addressing financing challenges faced by businesses. They emphasized that Huaiji District would continue to deliver superior services and pro-business policies, fostering a world-class business climate that encourages entrepreneurs to invest and establish operations here, thereby driving the district’s rapid economic growth.
Following this, He Lihong, General Manager of the logistics port, presented an annual summary of the port’s achievements. He highlighted that the port’s remarkable progress over the years was the result of the collective dedication and hard work of everyone associated with the logistics port. Today, the port is widely recognized as the national benchmark for meat prices, earning the reputation of "National Meat Prices Look to Zhengzhou, and Zhengzhou Meat Prices Look to the Logistics Port." To further align with national, provincial, and municipal government initiatives aimed at boosting economic growth, the logistics port has continuously innovated—launching the nation’s first dedicated import frozen products zone and establishing an International Trade Department. Currently, the port is actively developing a pre-made meal industrial park, leveraging its unparalleled advantages in product supply, warehousing, and logistics to scale up and strengthen the pre-made meal sector.
To better serve merchants and reduce transportation costs, the logistics port invested in purchasing 100 hydrogen-powered cold-chain logistics vehicles in 2022, available for both rental and sale. Merchants can contact the company’s office to arrange the necessary procedures. At the same time, the port urged all businesses to operate with integrity, adhering strictly to laws and regulations, while also encouraging its internal departments to enhance their service mindset and elevate customer satisfaction levels, ensuring a well-ordered and supportive market environment.
In his closing remarks, General Manager He emphasized, "The success of the logistics port is inseparable from the cooperation and support of our valued merchants. Guided by the Party’s favorable policies for businesses and under the strategic guidance of both the Zhengzhou City and Huaiji District governments, the port will continue to refine its operations, operate legally, and provide safe, healthy, and delicious food products to people across the country. Our goal is to ensure consumers can shop with confidence and enjoy meals with peace of mind, ultimately contributing to a brighter future for Huaiji District."
The conference was a resounding success, marked by an enthusiastic atmosphere. Industry leaders from beef, pork, seafood, baked goods, and pre-made meal sectors gathered together, filling all five halls of the ecological park. The main stage was set up in the Yingge Yanyu Hall, while guests watched the proceedings live-streamed in other halls. Throughout the event, attendees exchanged contact information, discussed current trends in frozen product markets, explored potential collaborations, and shared visions for the future.
As the meeting concluded, Chairman Qiu Xinhang delivered a powerful recitation of the classic poem, "Half-acre pond opens like a mirror, reflecting both sky and clouds in lingering play. How does it stay so clear? Because living water flows from its source," which resonated deeply throughout the hall, met with thunderous applause and cheers. In his speech, Chairman Qiu recounted the logistics port’s remarkable journey over the years—from its humble beginnings in 1991 when it started as a small operation at the Nanyang Road Beef and Mutton Processing Plant, through the rise of numerous visionaries entering the frozen food industry, to the grand opening of Zhengzhou Aquatic Products World, and finally to today’s global presence as the Zhongyuan Four Seasons Aquatic Product Logistics Port—a vital link connecting domestic and international markets, selling high-quality products across China.
He underscored how the port’s comprehensive range of services—including an agricultural product testing and inspection center, a cold-chain logistics distribution hub, a specialized import meat trading area, a pre-made meal production and processing industrial park, an e-commerce livestreaming platform, and a merchant service center—has enabled it to handle an annual trade volume exceeding 7 million tons, generating over 200 billion yuan in revenue. Moreover, the port’s growth has garnered significant attention and support from the Party and the government, earning it prestigious accolades such as being designated as a special research base for the “Belt and Road” initiative by the State Council’s Guosheng Think Tank, as well as receiving the title of “Silk Road International Brand Port.” Additionally, the port has been honored multiple times as a leading example of China’s brand market, food safety, and cold-chain infrastructure, and has even been recognized as a national-level flagship enterprise.

Following the meeting, Pedro Castro, CEO of JBS Group’s Asia-Pacific beef division based in Brazil, along with Larissa Dezem, General Manager of the China region, toured the Zhongyuan Four Seasons Aquatic Product Logistics Port, the headquarters of Henan Four Seasons Pangge Group, and the Xinhang Diary Museum, accompanied by Chairman Qiu Xinhang, Vice Chairwoman Sun Haihua, and Qiu Zhencheng, Chairman of Dingshenghe International Trade. They expressed high praise throughout their visit.

On June 29, 2017, the "Henan Provincial Modern Logistics Industry Open Cooperation Conference," hosted by the Henan Provincial Government and organized by the Provincial Department of Commerce and the Provincial Free Trade Office, was held at the Zhengzhou Yonghe Earl Hotel. Over 400 senior executives from the global logistics industry attended the event, witnessing firsthand Henan's remarkable progress and gaining fresh insights into the province's strategic approach to developing a "hub economy." He Lihong, General Manager of Henan Zhongyuan Siji Aquatic Product Logistics Port Co., Ltd., attended as a special guest. In recent years, the cold-chain logistics sector at Zhongyuan Siji Aquatic Product Logistics Port has experienced rapid growth. As a key specialized logistics hub under China’s Belt and Road Initiative, the port has been officially included in the State Council’s research project focused on the Belt and Road strategy.
